Loyalties in Dragon Ball have always been somewhat confusing for certain characters. Some of these characters never indicate true allegiance or allegiance throughout Dragon Ball. Others eventually drift to one side or the other, even if a change of course is needed first.

Also, the only wish dragon ball super he sees that Super Shenron’s concession is indeed morally just. Bringing back the erased universes after the Tournament of Power is undoubtedly a heroic act, but the dragon seems to be uninterested in the morality of wishes.


10) Toronto

Finally, the most recently introduced Eternal Dragon is Toronbo, an inhabitant of the Cereal Dragon Balls. He grants the most powerful wishes in the universe to both Granolah and Elec, seemingly not caring about the consequences of the wish or his intentions.
