Loyalties in Dragon Ball have always been somewhat confusing for certain characters. Some of these characters never indicate true allegiance or allegiance throughout Dragon Ball. Others eventually drift to one side or the other, even if a change of course is needed first.
Many characters, especially those introduced in dragon ball super, can never truly be classified as good or bad, hero or villain. Many of these are immortal beings dragon ball super presents, such as Lord Beerus and Whis.

<p>As Champa’s assistant, Vados’ allegiances are also unclear and undefined. She mainly serves the whims of her master, similar to what Whis does to Beerus. She does, however, seem somewhat more comfortable with action that steers more towards the “evil” side of the spectrum, even if she isn’t actually evil.</p>

<h3>7) Sheron</h3>
<p>Some of the most neutral characters around <em>Dragon Ball</em> they are the eternal dragons that reside in the eponymous deus ex machina devices. Shenron is the first character seen in the series, and he even grants a wish to someone who kills him soon after. </p>
<p>He and the other dragons just don’t care about the morality of the wish being made.</p>

<p>Similarly, Porunga never really seems to care about the attitudes and morality of the wishes that come up. Although he has never been asked to grant a “bad” wish, he doesn’t seem to prefer granting “good” wishes either.</p>

Also, the only wish dragon ball super he sees that Super Shenron’s concession is indeed morally just. Bringing back the erased universes after the Tournament of Power is undoubtedly a heroic act, but the dragon seems to be uninterested in the morality of wishes.
10) Toronto
Finally, the most recently introduced Eternal Dragon is Toronbo, an inhabitant of the Cereal Dragon Balls. He grants the most powerful wishes in the universe to both Granolah and Elec, seemingly not caring about the consequences of the wish or his intentions.
